Starting a website is much easier than most people would think. It does cost a small amout of money to get a site online, but the sites I use help to limit that cost. There are two things you will need to do, write a website and get it hosted on a server.
Writing a website is very easy if you know which software to use. This site was designed with Dreamweaver CS4 and is hosted though IVC Hosting. Check out Adobe Dreamweaver Developer Toolbox for Dreamweaver CS4. I've been using IVC Hosting since 2002, without any problems and very little downtime. For smaller sites they only charge $3 a month to host your site.
Another program I have used a few times is Homestead, they have a free trial you can use to create a website. There are plenty of other companies that offer free website templates and web hosting. Use the google search bar at the top of this page to find them. I only suggest using Dreamweaver, Homestead and IVC because I've used them in the past and they provide a quality product.
Once you have a website up and running, you should upload it as many of the major search engines.
